Dr. Nutt-Powell is the President of Capital Needs Unlimited which is a founding member firm of
Housing Solutions - a consulting consortium providing integrated solutions today to meet tomorrow's
housing needs. Dr. Nutt-Powell is a nationally renowned planning professional with over three decades
of experience in the public, assisted and conventional housing markets, in both the US and abroad.
During this period, Dr. Nutt-Powell has been engaged in professional practice, teaching and research.
His more recent activities have focused on practical solutions to complex problems, notably in the areas
of multi-family housing, capital needs and strategic planning.
In 1994, Dr. Nutt-Powell founded the firm of Capital Needs Unlimited, focused on developing and
implementing practical solutions for the complex problems facing public housing agencies and private
property managers. Dr. Nutt-Powell's expertise is sought by a diverse group of clients. His recent
activities have seen him assisting such housing agencies as Detroit, Pittsburgh, Las Vegas, Springfield,
Atlanta, Chester, East St. Louis and Chicago.
Of particular note, Dr. Nutt-Powell serves as the Project Director for the Villages at Parkside HOPE
VI development in Detroit. Under the Implementation Grant of $47.6 million, Dr. Nutt-Powell is
responsible for coordinating all facets of project implementation, including serving as Owner's
Representative for A&E Oversight, developing all financing plans, implementing interim and long-term
management for the 4 financially-autonomous Villages at the new Parkside, establishing the Services
Endowment Fund and such. Funding for these services is in part from syndication of Low-Income
Housing Tax Credits. Services also include creating and administering the home ownership program
with a target of 350 homes in 2 1/2 years, with home buyer and home maintenance training and
support a key component. Dr. Nutt-Powell also headed the team which developed the HOPE VI plan
for the Hay Homes in Springfield and conducted Physical Needs Assessments for US AID of Bulgaria's
housing stock.
Dr. Nutt-Powell has published numerous articles and papers on the subject of housing and frequently
speaks before general and professional audiences. He has served on the faculty of MIT's School of
Architecture and Planning, where he headed the Master in City planning (MCP) program. He also
directed the Manufactured Housing Research Program of the Harvard-MIT Joint Center for Urban
Studies. He has served on the Board of Governors of the American Institute of Planners.
