Mr. Colden is a Professional Engineer with over 13 years experience in facilities
engineering management. Included is experience in facilities maintenance management,
environmental program management, project management for construction and facilities
support contracting, process automation and systems training. Mr. Colden served as the
U.S. Navy's director for facilities engineering management throughout the Western
Pacific. His primary focus was assessment of the adequacy of facilities maintenance
management organizations and capital programs management.
In 1995, Mr. Colden founded his own firm concentrating on providing integrated
engineering management solutions to Modernization and Maintenance issues. He has
provided consulting services to Public and Assisted Housing Agencies nationally. He is
currently engaged to assist the Indianapolis Housing Authority and the Pittsburgh
Housing Authority in developing an integrated approach to their facilities management
issues.
Mr. Colden served on the DHC/HUD Recovery Team for Detroit as a NAHRO
Modernization Consultant where he was responsible for providing technical advice,
oversight, management and consultation services regarding the capital improvement
programs for 9,000 conventional low income public housing units. His involvement
precluded the forfeiture of over $250M in multiple years grant monies - enabling
revitalization of more than 4,000 units of housing. Mr. Colden also assisted in the
coordination of three DHC Urban Revitalization Development (URD) projects,
coordination of two Energy Performance Contracts, administration of architect/Engineer
contracts, and implementation of automated systems for Modernization reporting.
Mr. Colden also has experience in the conduct of Capital Needs Assessments, Energy
Audits, Utility Allowances and Utility Life-Cycle Cost Analysis. He has provided these
services to such agencies as the Ann Arbor Housing Commission, Detroit Housing
Commission, and the Pittsburgh Housing Authority.
Housing Authority - City of Indianapolis, Indiana, 1997 - 1998
Development of procedures in the areas of Maintenance, Modernization and
Procurement. Focused on developing systems designed to satisfy audit findings and
PHMAP deficiencies. Assisted in the development of the Memorandum of
Understanding between HUD and the Housing Authority.
Capital Needs Unlimited - Detroit, Michigan, 1997
Performed Utility Combination Life Cycle Cost Analysis in support of the City of
Detroit's HOPE VI Project, The Villages at Parkside. Used HUD and DOE
prescribed guidelines.
Housing Commission - City of Ann Arbor, Michigan, 1997 - 1998
Conducted a review of the utility allowance schedule for Public Housing. Conducted
an Energy Audit to evaluate the potential for implementing Energy Conservation
Opportunities.
Housing Commission - City of Saginaw, Michigan, 1997
Lead consultant for a team of five to conceive and document the revitalization
program for the Daniels Heights housing development, a 365-unit development that
had been rendered obsolete due to severe deterioration.
Housing Commission - City of Pittsburgh, Pennsylvania, 1997 - 1998
Conducted physical needs assessments and developed strategic capital plans for 17
family and elderly developments and over 175 scattered sites units.
Authoring a plan to integrate the Modernization Department into the Maintenance
Department to streamline planning and execution of major rehabilitation projects.
Housing Commission, City of Detroit, Michigan, 1995 - 1997
As a member of the DHC/HUD Recovery Team, Damian provided technical advice,
oversight, management and consultation services regarding capital improvement
programs for 9,000 conventional low income public housing units. Responsibilities
include:
Naval Facilities Engineering Command, 1984 - 1994.
Managed a maintenance staff of over 200 people and a budget in excess of $11M
providing support to one of the Navy's two shipboard procedures training facilities
and the Navy's only live gun-fire training range. Facilities maintained included
housing, offices, schools and utility plants as well as a transportation fleet of over 75
motor vehicles and 25 pieces of heavy equipment. Guided the restructuring of the
maintenance force to enable them to successfully compete in a government-mandated competitive bid forum against private contractors.
Analyzed public works maintenance functions to determine the best method for
providing the required services. Developed a level of effort estimating methodology
for determining Public Works manning requirements to maintain newly constructed
facilities. Conducted 9 facilities program management audits, equipment
management audits and Occupational Safety and Health management audits.
Reviewed the technical adequacy of a 5 year, $150 million base operating support
contract.
Naval Facilities Engineering Command, 1984 - 1994.
Administered annual firm-fixed price contract workload of $72 million, including
projects for asbestos and lead paint removal in housing and family housing
renovation and revitalization. Performed construction contract administration duties
including review and approval of required contractor documentation, provided field
resolution of contract deficiencies and negotiated change orders, performed field
inspections and approved invoice payments.
Administered annual indefinite-quantity contract workload of $250,000, including
a $100,000 multi-trade work order contract.
Reviewed and approved construction plans for remote air operations facilities.
Developed a cost accounting system to capture and report the real cost of using
remote air operations facilities.
Naval Facilities Engineering Command, 1991 - 1994.
Reviewed and approved funding for Capital Improvements Plans for five Naval Air
Facilities through the Western Pacific. Responsible for the administration of over
$100M in US funded Capital Improvements and over $1.2B of foreign government
construction funding.
Naval Facilities Engineering Command, 1984 - 1994.
Designed and implemented a project management system which significantly
reduced the time required to accomplish routine contract actions. Trained eight
project managers in this system. Developed a change order tracking system for a
$10M housing renovation project to manage over 100 contract change orders.
Designed and implemented three computer network systems; satisfying the data
processing needs of a maintenance organization, contract administration organization
and a program management organization.
Colden & Associates, 1997
Co-developed with Mobley & Associates the NAHRO spreadsheet software
program CGP Gold ; the next generation of CGP management software. CGP Gold
incorporates transaction tracking, greatly simplifying the task of compiling and
collating the data required to complete the CGP Annual Reports and 5-Year Plans.
Install and maintain computer networks for clients in the education and service
industries.

Adjunct faculty teaching courses in the Applied Technology and Computer Science
curriculums. Courses have include COBOL, C and HTML programming languages.

Damian served as Chairman of the Commission, directly responsible to the Town
Council for providing sound management advice to council member in the areas of
